The United States Department of Defense, US Defense Logistics Agency, states this, concerning using foreign education to meet educational requirements:
“FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.”

Note that there are two pathways to qualifying for a US Department of Defense position:
(1) show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program
The primary foreign credential evaluator for Blue Marble University is California University Foreign Credential Evaluation Service (CUFCE), which is a “private organization that specializes in interpretation of foreign education programs…”. Consequently, Certificates of Equivalency issued by CUFCE meet the requirements of this section for employment.
or
(2) full credit has been given for the courses at a U.S. accredited college or university.
What does this mean? If you completed an undergraduate program at Blue Marble and then were accepted into an accredited Master’s Degree program or doctoral program, your acceptance would constitute “full credit” being given to your Blue Marble University undergraduate degree. Likewise for doctoral degrees from Blue Marble University, although most likely not relevant as one with a doctoral degree is probably not looking to transfer or undertake another doctoral degree.
As of this writing, November 2024, the federal Office of Personnel Management (OPM), the employer for U.S. Federal Jobs has similar language to the Department of Defense:
“Applicants must submit all necessary documents to a private U. S. organization, commonly called a credential evaluation service, for interpretation of their foreign education or degree. To be acceptable for Federal employment, foreign education must be equivalent to education or degrees acquired at accredited colleges, universities, or educational institutions in the United States.”

Foreign Education — Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Most foreign education is not accredited by an accrediting body that is recognized by the Secretary of the U.S. Department of Education. A few medical schools are accredited under country standards that have been determined to be “comparable” to U.S. standards by the U.S. Department of Education’s National Committee on Foreign Medical Education and Accreditation. For foreign education that is not so accredited, agencies should follow the provisions below before considering such education for Federal employment.
Unless the foreign education meets the criteria in paragraph (a) above, applicants must submit all necessary documents to a private U.S. organization that specializes in interpretation of foreign educational credentials, commonly called a credential evaluation service. To be acceptable, the foreign credential evaluation must include/describe:

- The type of education received by the applicant;
- The level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the International Education Standards Council;
- The content of the applicant’s educational program earned abroad and the standard obtained;
- The status of the awarding foreign school’s recognition and legitimacy in its home country’s education system; and
- Any other information of interest such as what the evaluation service did to obtain this information, the qualifications of thee valuator, and any indications as to other problems such as forgery.

Foreign credential evaluations that do not contain the above information or that state there is insufficient information provided by the applicant on which to base an evaluation should not be accepted. If the requested evaluation shows the foreign education to be legitimate and comparable to that expected of a candidate with U.S. credentials, it may be accepted at the discretion of the agency.

“UNITED STATES OFFICE OF PERSONNEL MANAGEMENT (OPM) – accepts California University FCE equivalency degrees and evaluation reports for Federal Civil Service jobs”.

As is said many times, nothing is guaranteed in life. Even with proper equivalency, no employer is required to hire anyone. Your overall presentation and the employer’s need will determine whether you offered a job.
